THE TECHNICAL COOPERATION BETWEEN BRAZIL AND CARICOM

A) The Technical Cooperation Between Brazil and CARICOM

Brazil and the Caribbean region have historical and cultural patterns that allow them to give special importance to the development of South-South cooperation ties in the economic, social and technical-scientific fields. In April 2010, member countries of the Caribbean Community (CARICOM) and Brazil held a meeting where they expressed their strong willingness to concertedly move forward in pursuit of socioeconomic development, through the Brasilia Declaration. The later shall be strengthened by increased representation of developing countries in the decision-making processes of multilateral organizations.

2. Among the commitments made during the Brazil-Caricom Summit (April 2010), besides the Brasilia Declaration, it is important to emphasize the signing of Bilateral Technical Cooperation Agreements with the Caricom Secretariat and the Governments of Dominica, Saint Lucia and Saint Vincent and the Grenadines. These commitments supplement the already existing agreements with the governments of Barbados, Belize, Grenada, Guyana, Haiti, Jamaica, Suriname and Trinidad and Tobago. Through these legal instruments and Memoranda of Understanding signed, both bilaterally and with the CARICOM Secretariat, the Brazilian Cooperation Agency (ABC) of the Ministry of External Relations is seeking to increase cooperation with Caribbean countries. The twenty-one international technical cooperation acts signed during this Summit were:

3. Based on the demands for human resources training submitted by CARICOM member states, fourteen specific actions for cooperation (training, training courses, diagnostic and expert consultancy missions) were carried out by ABC in the last twelve months. These initiatives accounted on ABC's coordination and financial support in the fields of health, agriculture and public security. The activities mentioned have benefited about 75 people from 8 Caribbean countries. The amount allocated for cooperation with the Caribbean in 2010 was of approximately US$ 7.5 million, showing a growth of 197% in comparison with 2009.

4. Brazilian cooperation, which is based on the Diplomacy of Solidarity, free of conditionalities or requirement of counterpart, has been getting special attention from Caribbean countries due to the easy applicability of the solutions adopted. The main exchange area is agricultural cooperation, which is mostly developed by the Brazilian Agricultural Research Corporation (Embrapa). The knowledge transferred by Brazil range from food production (genetic enhancement of species, improved methods of cultivation, irrigation and harvesting, use of agricultural machinery, animal husbandry and the processing of its by-products) to food marketing. Concerning the commercialization, Brazil has achieved remarkable progress in regards to the creation of producer cooperatives aimed at adding value to the production and increasing the income of small farmers. Designed to ensure men with conditions to remain within rural areas, the techniques transferred by Brazil allow significant growth of agricultural production without the need of massive investments in technology and infrastructure, which sometimes hinder the economic sustainability of family farming.

5. In addition to short-term initiatives, Brazil bilaterally develops extensive cooperation programs with Jamaica, Guyana, Suriname and Haiti. Overall, these countries have twenty-nine projects being executed with Brazil in the fields of agriculture, education, health, social development, energy and geology. The cooperation ties with Caribbean countries have grown qualitatively through structuring projects, such as the Vocational Training Centre Brazil- Jamaica. The fore mentioned project will result in the building of a technical school on the outskirts of Kingston. The teaching unit, which is currently being renovated and adapted, will be used for courses based on the methodology of the National Service for Vocational Training in Industry (SENAI - Serviço Nacional de Aprendizagem Industrial), aimed at training young people and adolescents in carpentry, civil construction, maintenance of refrigerators and motor mechanics.





Provision of Brazilian technical Cooperation to CARICOM Member States in 2011

For implementation in 2011, the Brazilian Government has developed a broad technical cooperation program for the benefit of Caribbean countries. The program comprises ten training activities in areas of agricultural development and food security. The training will be organized by the three major Brazilian institutions in agriculture: the Brazilian Agricultural Research Corporation, the National Rural Learning Service and the Ministry of Agrarian Development. Each CARICOM member state may designate representatives for each course, according to the number of places offered. Registrations must be made through the website www.abc.gov.br. The expenses with transportation and per diem, for the payment of food and accommodation, may be sponsored by ABC.


B) COURSES :

B1) COURSES ALREADY CONCLUDED:

1. Training in Fruit and Green-coconut Processing - EMBRAPA
The objective of this training is to transfer techniques concerning the identification of equipment for fruit processing, as well as techniques on the use of technologies to obtain juice and pulp. The course emphasizes on green-coconut processing, both for immediate consumption - technology for the extraction of coconut water and containers for immediate consumption - as well as for packing into containers for export.
Period: April 11th to 15th, 2011

2. Training in Tropical Fruit Processing - EMBRAPA
The training will allow Brazil to transfer knowledge on the adoption of appropriate equipment for processing and post processing of tropical fruits. Through contact with Brazilian methodology, the countries of the region may obtain final products - pulp, juices, jams, dried fruits - and develop conservation, packaging and storage methods.
Period: April 11th to 15th 2011

3. Organic Horticulture Training in Tropical Areas - EMBRAPA
The purpose of the horticulture course consists in identifying processes, technologies and equipment appropriate to the development of organic horticulture. The activity foresees teaching the use of mechanized equipment to small producers.
Period: May 16th to 26th 2011 (enrollment no more acceptable)




B2) COURSES OPEN TO ENROLLMENT:

1. Training in Agricultural Sciences: Agricultural Machinery and Technologies for Vegetable Production and Minimal Cultivation in Small Areas - EMBRAPA
The training in agricultural sciences aims to train technicians in the identification of agricultural machinery for cultivation in small areas, the introduction of minimum tillage and use of vegetable production technologies.
Period: June 12th to 19th 2011

2. Training on Plant Genetic Resources - EMBRAPA
The purpose of this training is to strengthen technical skills in the management of plant genetic resources and promote initiatives for identification, conservation, exchange and use of these resources. The activity contributes to the transfer of concepts, methods, models of organization and management systems for plant genetic resources.
Period: September 19th to 30th 2011

3. Training on Vegetable Production in Protected Cultivation - EMBRAPA
The activity also provides for the transfer of knowledge on vegetable production technologies and protected cultivation in small areas.
Period: to be defined
4. Capacity Building in Irrigation Technology and Water Management of Small Properties - EMBRAPA
The purpose of this activity is to train agricultural science technicians in irrigation technology and water management of small properties. The training includes transfer of knowledge on the different structure models for coping with droughts. The models were developed for the Northeast region of Brazil and can be applied to family farming.

5. Training in Sheep and Goat Production Technology - EMBRAPA
Training in the goat farming area aims to identify technologies for the production of sheep and goat herds raised in tropical conditions. Course plan includes the transfer of knowledge on meat processing, livestock management and animal health, in addition to the use of pastures.

6. Practical Course on Tropical Fruits: banana cultivation - SENAR
The practical course on banana cultivation, aimed at educators of agricultural area, will allow participants to learn about the following aspects of banana production: selection of seedlings, preparation of the planting of banana trees, pest and disease management, fertilization and post-harvest treatment.

7. Course on Public Policies for Family Farming and Food and Nutritional Security - MDA
The course aims to carry out exchange activities and training on public policies for family farming and food and nutritional security. The programs and policies to be presented are focused on strengthening the agriculture practiced by traditional peoples and communities. They also focus on reinforcing human right to adequate and safe food, sustainable local development, food sovereignty and gender equality. The course will address the actions taken by the Brazilian government in the fields of agro-ecological agriculture, food procurement for the institutional market and the constitution of public stocks.

C) GENERAL INFORMATION:

  • The courses will be held in Portuguese with simultaneous translation into English;

  • The candidates should be nominated by the interested Government according to their own criteria.

  • Each Government may nominate up to 2 candidates for each course;

  • Enrollments are to be submitted at most 15 days prior to the beginning of the aimed course;

  • The Brazilian Agency for Cooperation (ABC) of the Ministry of External Relations will cover all the costs regarding to air tickets (international and national); per diem and international insurance;
